Grants Administrator - Asia

The National Endowment for Democracy (NED) is searching for a Grants Administrator for NED’s Asia Programs to be based in Washington, D.C.
Responsibilities
- Under the general supervision of the Manager, Grants Administration for Asia and Latin America, provide cradle-to-grave management of assigned grants portfolio, including review of proposals, grant negotiation, award, compliance monitoring, administration and closeout.
- Participate in review of proposals to identify potential technical issues in new awards; ensure that any compliance issues arising under prior awards to renewal grantees are adequately addressed before a new grant is issued.
- Negotiate, draft and issue new grant awards and amendments as required over the life of assigned grants; prepare other correspondence as required.
- Ensure that grants awarded are in compliance with US Government or other donor regulations and/or other special requirements, if any.
- Review grantee financial reports and, when issues arise, narrative reports submitted by grantees to identify and resolve budget, compliance and/or other problems; in cooperation with NED’s Audit Section and/or appropriate program staff, investigate and resolve invoice reviews, audit and/or other issues as required.
- Promptly review and process grantee requests for payment.
- Obtain required closeout information from grantees and otherwise facilitate grant closeout process.
- Ensure that assigned fields of grants database are timely updated.
- Perform other duties as assigned.
Qualifications
- Bachelor’s degree in relevant field (business, international studies, or area studies relevant to assigned portfolio, etc.);
- At least two years of experience in a non-profit organization or a foundation with emphasis on grants and/or contract administration;
- Familiarity with Federal grant regulations, international activities/issues relevant to NED’s operation environment;
- Professional competence in an Asian language is useful but not required;
- Familiarity with or interest in Asia, particularly South East Asia;
- Attention to detail and ability to multi-task;
- Ability to set priorities, organize time efficiently and work independently;
- Strong team player, preferably in a multicultural environment;
- Strong oral and written communication skills;
- Experience in Microsoft Office package, especially Word and Excel; knowledge of MicroEdge Gifts or other relational database helpful; and
- Qualified to work in the US.

Grants Assistant (Europe/Eurasia)

Position Summary:
Assist grants staff with reviewing, processing, and tracking grant agreements, amendments, payments, and other financial documentation, and preparing routine correspondence and reports.
Reports to: Manager, Grants Administration
Responsibilities
In accordance with Grants Management office policies and procedures, the Grants Assistant shall:
- Review and process final grant agreements, amendments, and routine correspondence, including receipt, database log-in, copying, distribution, tracking and filing. As required, ensure that appropriate grants staff members are kept abreast of progress of agreements/amendments/correspondence.
- Appropriately scan and save grantee narrative and financial reports, reviewing the financial reports for accuracy, timeliness, compliance with format requirements and consistency with prior reports and include observations in risk assessment worksheets for new grants.
- Promptly identify, log into database, and appropriately route grantee payment requests upon receipt of proper documentation.
- Update the grants database as required and produce assigned reports in an accurate, complete and timely manner.
- Assist with meeting and special event planning.
- Perform other duties as assigned.
Knowledge and Skill Level
- Bachelor's degree and/or equivalent work experience;
- Attention to detail and ability to multi-task;
- Ability to work with minimal supervision;
- Strong oral and written communication skills;
- Strong team player, preferably in a multicultural environment;
- Strong analytical skills;

World Movement for Democracy Event Assistant

Position Summary: Seeking a temporary, full-time Event Assistant in its Washington, DC offices to help prepare for the Sixth Global Assembly of the World Movement for Democracy, for which NED serves as the Secretariat. The Assembly will be held in Jakarta, Indonesia, in April 2010.
Background: The World Movement for Democracy is a pro-active global network of democrats, including activists, scholars, policy makers, and donors, who come together to strengthen democracy where it is weak; invigorate democracy where it is longstanding; and enhance the capacity of pro-democracy groups in countries that not yet begun to enter into a process of democratic transition. The Jakarta Assembly will bring together some 550 participants from more than 100 countries in all global regions.
Responsibilities
- Work with World Movement staff to help coordinate and organize administrative and logistical aspects of the World Movement’s Sixth Assembly;
- Communicate with Assembly participants and travel agency to oversee the booking of flights and hotel arrangements for all Assembly participants;
- Assist Assembly participants and communicate with Indonesian embassies and consulates to help secure participants’ visas to Indonesia;
- Help oversee workshop registration process;
- Update Assembly participants’ contact information in the World Movement’s database as necessary;
- Produce reports with logistical data as necessary.
- Other tasks as assigned.
- Be willing and available to travel to Jakarta, if necessary, to provide on-site assistance during the Assembly in April 2010.
Experience
- Proficiency in using the Internet, Microsoft Excel, and databases required;
- Strong oral and written communication skills required;
- Event-organizing and/or travel agency experience highly preferred; and
- Foreign language abilities (especially in Arabic, French, Russian, or Spanish) desirable.
Duration and Compensation: This is a temporary full-time position. The Event Assistant will work from late August/early September 2009 through the end of April 2010. Compensation will be commensurate with experience. Benefits are not included.
